The News (Jang) Publishes Defamatory Headline Against Musharraf

The News (Jang) today published a ‘top story’ carrying a headline that refers to Pervez Musharraf as ‘Crazy’. This is a wholly irresponsible and potentially defamatory action by the Jang Group newspaper.

The News publishes headline referring to Pervez Musharraf as CrazyGen. Musharraf is, of course, entitled to his opinions about the proper role of the military. If he believes in military dictatorship, for example, he has the right to say so. If the editorial staff of The News disagrees with Musharraf’s contentions, this is their right also and the proper place to publish their opinion is in an Editorial if it is the official position of the newspaper.

But to call someone ‘crazy’ is an attack on the character of the person and not the substance of his ideas. Furthermore, editorial comments do not belong on the front page of the newspaper in a news article. This changes the article in The News from a legitimate news source to a political attack. The News has already been corrected once by the Supreme Court for publishing inappropriate headlines. This practise needs to stop.

NRO was a Mistake, Musharraf says [GEO TV Update/Ticker] and he also says that some of the political elements with him had advised him the option of NRO – Media and Musharraf conveniently forgetting the name of Chief Negotiator of NRO i.e. General Ashfaq Kayani (then head spook), was one of Musharraf’s chief negotiators — with the Americans, British and Rehman Malik on the other side. Of course, millions of fingers can be pointed at the ‘establishment’ for what it did and did not do.

    Interestingly, General Kayani was the only senior officer present with President Pervez Musharraf when he had the historic meeting with Benazir Bhutto at the Musharraf palace in the suburbs of Abu Dhabi in July this year. When one tries to keep everybody happy through lies then this effort is often result in worst kind of Intellectual Dishonesty of which Mr Ansar Abbasi, the Senior Correspondent of Jang Group of Newspapers is a glaring example in particular and Jang Group in general.     Although October 12, 1999 events were the outcome of the known mistrust between the then prime minister and the Army chief following the Kargil adventure of General Musharraf, in the present scenario the incumbent Army chief, General Ashfaq Parvez Kayani, is widely respected for his professionalism and pro-democracy stance. General Kayani is not only highly popular within the Army but is also admired by political parties for the excellent role that he had played during the last year’s general elections and later on the occasion of the judges’ restoration. In a situation when the Army as an institution has regained its respect and there is absolutely no sign of the military’s attempt to destabilise the democratic set-up, any effort by the president to make key changes in the Army top command would be extremely dangerous for the system. Last year, the government’s abrupt shifting of the ISI under the Interior Ministry was unacceptable to all and sundry, including the media, which resulted into the immediate cancellation of the government’s notification. Perhaps foreseeing the dangers ahead, different views were being expressed in the media as a reaction to the president’s speech such as, “There are only so many possibilities about where the threat Mr Zardari keeps referring to can come from. With his public comments, Mr Zardari may in fact be alarming the persons in those institutions that they could be the target of impending attacks themselves and, therefore, need to strike before they are struck against. Our advice: put up or shut up. The president is supposed to be a symbol of the federation, a unifying force rather than a hyper-partisan figure fuelling conspiracy theories.     ISLAMABAD: The Pakistan Army has presently more than 125 general officers in its strength. While a lot is said and written about the civilian bureaucracy, not many know about the military bureaucracy, which is today far more bloated compared to what it was a few decades back. Today we have three full four-star generals, 30 three-star generals also called lieutenant generals while the number of two-star generals — major generals — is said to be almost 100. This number, however, includes those serving generals who are also presently occupying civilian posts including the Presidency. Although the serving general officers currently holding civilian positions are not in a huge number,there are hundreds of retired soldiers including dozens of ex-generals who are now occupying civil service positions including the key posts like ambassadors in Pakistan’s missions abroad, heads of authorities, corporations and departments. A list of ex-servicemen, serving against the civil posts, last presented before the Parliament and also published by some newspapers included almost 600 names. According to sources, the number of General officers in the pre-1965 Pakistan Army was about 30. But in the aftermath of the 1965 war the military was restructured and new formations were raised that took the number of general officers to almost 60.

    The 1971 war yet again resulted into further growth in the number of General officers. However, it was during General Ziaul Haq’s tenure when a major expansion of army was done. During the present military rule, these sources said, the expansion was done in two areas — Army Strategic Force Command and Air Defence System. Promotions in the army and in the topmost ranks, it is said, are strictly done against the posts that are sanctioned by the government. “There is no such thing that you start promoting the officers and sending them to the civilian side,” a source said adding that besides clear vacancies certain promotions are made against “pool vacancies”. Unlike the distortions that are characteristics of the civilian bureaucracy and which furthered during the last eight years, the systems in the military have not been played with. While in the civilian bureaucracy no top mandarin gets retired and is generously allowed extension in complete violation of the law and rules, the Pakistan Army, during the last eight years, has seen just three cases of extensions. These exceptional military extensions include the case of General Musharraf himself who continues to be the Army Chief since 1998. The second extension that the top General granted during his rule was that of his Chief of Staff Lt Gen (retd) Hamid Javaid, who when offered another year’s extension a few years back preferred to hang his boots instead of depending on a leased military life. The third case of extension is that of Lt Gen Khalid Kidwai, who is presently heading the strategic planning division. Kidwai was to retire last year but Musharraf gave him one-year extension reportedly because of his technical assignment.

    Amongst the full Generals that we presently have in the military, General Pervez Musharraf, who for being the Chief of Army Staff, tops the list. The two other four star Generals include General Ahsan Saleem Hayat, Vice Chief of Army Staff and General Ehsan ul Haq, Joint Chiefs of Staff Committee.

  4. NOW READ THE SAME MR ANSAR ABBASI ON ISI

    Former highly controversial deputy ISI chief Maj-Gen (retd) Nusrat Naeem is the latest addition to this bunch whose ‘adventurism’ and ‘innovations’ had finally led to their boss’s ouster. Naeem, however, when contacted categorically denied this charge and said he met the incumbent president only once during Asif Zardari’s visit to the ISI office before he was elected as the head of the state. It is a strange coincidence that Nusrat Naeem, Sharifuddin Pirzada, the Law Ministry and the Presidency both in 2007 as well as in 2009 are standing on the same position vis-a-vis the superior judiciary of the country. At that time, however, Musharraf enjoyed the complete support of the establishment, which is neutral today. According to sources, Nusrat Naeem, who had played an active role under Musharraf to target the independent judiciary, including Chief Justice Iftikhar Muhammad Chaudhry, has been in contact with President Zardari even before his becoming the head of the state. One of these sources even insist that last time the former deputy DG ISI met the president, was only a week when in the late evening he was escorted to the presidency by one of its security officials named Col (retd) Babar.

    The sources also alleged that Nusrat Naeem’s hobnobbing with the president also led to the latter’s negativity towards Army chief General Ashfaq Parvez Kayani, who has been Naeem’s boss in the ISI during Musharraf days. A respected retired lieutenant general, who was course mate of General Kayani, told this correspondent recently on condition of not being named that once Nusrat Naeem, after being superseded by Kayani, was using what he termed foul language against the Army chief. The retired general said that Naeem was snubbed for the same reason. Naeem, who had sought early retirement after his supersession, when contacted said he never met President Zardari after their only interaction in the ISI when the latter visited the prime agency’s headquarter. He also denied to have ever used foul language against the Army chief and instead showered all sort of praise on General Kayani, whom he dubbed as a highly professional soldier. He also denied to have played any role in poisoning the president against the Army chief. President’s spokesman Farhatullah Babar also denied that Nusrat Naeem was in contact with Zardari or had visited him recently. He believed that these reports were perhaps part of the rumour mongering that was already going on against President Zardari.     ISLAMABAD: There were at least a dozen principal players, who had roles in clinching the National Reconciliation Ordinance (NRO) that was issued hours before the 2007 presidential polls in which Pervez Musharraf was re-elected.     ISLAMABAD: Action to seize the assets of President Asif Ali Zardari began on Wednesday when NAB asked the Islamabad capital territory (ICT) administration to freeze his assets and restore the pre-Oct 5, 2007 position. A similar letter was ready to be sent on Friday to chief secretary Sindh. The major development came when NAB issued the letter to the Islamabad administration to freeze all assets under its jurisdiction. Besides other properties, NAB’s latest order would immediately hit the 2,460 kanals of Sangjani land, which was a frozen asset before the NRO but was unfrozen in early 2009 and transferred in the name of a private company owned by President Zardari, his son Bilawal Zardari and others. The NAB spokesman Ghazni Khan when approached did not deny or confirm this major development. He, however, said that NAB is acting strictly in accordance with the law and the Supreme Court’s decision and weekly progress reports is regularly being submitted to the Supreme Court. A credible source in NAB told The News here on Thursday that NAB’s latest order has been dispatched to the Islamabad administration. The NAB letter while giving reference to its post-2008 unfreezing order issued in the case of the President Zardari’s assets in Islamabad directed the ICT administration to proceed in line with the Supreme Court’s order dated December 16, 2009. Faisal Butt stressed that in the deal, all the legal requirements were met as had duly been acknowledged in the original story of The News. “I am not obliged to respond as the said transaction does not involve public property or public funds and is purely a private deal between private citizens, however, I am constrained to respond as I feel unfairly maligned and would like your newspaper to set the record straight,” Faisal Butt said in his clarification.

This is apparently a glaring violation of the Supreme Court order but NAB insists that in its legal view the president under Article 248 of the Constitution enjoys immunity that bars NAB to restore the pre-NRO position in case of Asif Ali Zardari. The Constitution envisages that no criminal proceedings whatsoever shall be instituted or continued against the president or a governor in any court during his term of office, NAB has gone an extra mile in favour of the president as it has simply refused to act in any manner. Practically, owing to the NAB’s interpretation of the Constitution, the president continues to be an NRO beneficiary despite the condemnation of the law by the apex court. NAB spokesman Ghazni Khan, when approached, confirmed to The News that the NAB cases against President Zardari have not been reopened. He also disclosed that the Bureau did not issue any orders to freeze the assets and bank accounts of the president.     ISLAMABAD: A surgical operation has been launched in the National Accountability Bureau (NAB) as the government has forced its chairman to remove its most important officials, including the DG operations, who has been targeted for issuing the order for the immediate implementation of the Supreme Court order on the NRO. Sources said some key provincial officials of the NAB, including its provincial director generals, were also on the hit list and expected to be changed and replaced by those loyal to the government. The Law Ministry, these sources said, had also sought details of the vacant posts from the NAB chairman, who under the NAB law is the competent authority for all internal appointments and postings. The sources said that the NAB chairman Navid Ahsan had been pressurised to remove its DG operation Lt Col (retd)) Shahzad Bhatti, who on December 17, the very next day of the Supreme Court short order on the NRO, had issued a letter to all concerned to immediately implement the apex court’s order. Bhatti was also the person who was the custodian of the precious evidence presently secured in the NAB’s strong room but feared to be destroyed or stolen.     ISLAMABAD: The Swiss-carton scandal has raised in-house fears in the National Accountability Bureau (NAB) about the safety and security of the bulk of original evidence concerning high profile cases, settled under the controversial NRO, and presently protected in the bureau’s headquarter in Islamabad. Already, the NAB was warned by a leading intelligence agency of the country of the possible sabotage effort to destroy such evidence. A credible NAB source said that some months back, the Bureau’s director general HR had received a verbal warning from an official of the Interior Ministry, conveying that the highly critical original evidence about the high profile corruption cases settled under the NRO could be destroyed by saboteur’s fire, which could be later described as a mere accident. The Interior Ministry official also shared the name and telephone number of the intelligence officer, a serving brigadier, who contacted the Interior Ministry to pass on a proper warning to the NAB. After receiving the Interior Ministry’s verbal warning, the NAB official also contacted the intelligence brigadier, who confirmed the report and recommended the Bureau to take all possible steps to ensure the protection of the valuable documentary evidence. Following this warning, the NAB improved its record room through renovation and turned it into a strong room by removing all its windows, tiling the walls and disconnecting electricity connection, to pre-empt any chance of saboteur fire. The record room has also been secured through multiple lock system and not many know in the Bureau as to who has got the keys to get access to the record room. When contacted, NAB spokesman Ghazni Khan though confirmed that foolproof arrangement were recently made to protect the NAB record, he denied to be in knowledge of any intelligence warning issued to the Bureau about a possible sabotage effort to destroy the crucial evidence. “It is well protected now,” the spokesman said. However, a source in the NAB said that Wajid Shamsul Hasan-led sneaky operation, which was caught red-handed by Geo News, to secure 12 cartons of evidence relating to the Swiss money laundering and kickback cases against President Asif Ali Zardari and others, has raised fears within the NAB about the safety of its available record. The source said a lady consultant and a joint secretary of a ministry, which was headed by a powerful minister, who later reached an elevated position, had also made an effort to take away certain original files but a retired colonel, serving in the Bureau, retrieved these files from the lady consultant’s car before she could take them away.     Maulana Sufi Muhammad’s demands for an Islamic justice system have been met but his latest edicts against the country’s judicial, parliamentary and constitutional system may deprive him of the fruit of his life-time achievement. What Maulana Sufi Muhammad has uttered were his already known views but by expressing them in a public gathering at this crucial juncture of the Swat peace process the Tanzim Nifaz Shariat-e-Muhammadi (TNSM) chief has acted as a spoiler. His decades long struggle for Islamic justice system in Swat and Malakand Division is in sight but now he himself has threatened the achievement of his life’s goal. Now many fear that after the implementation of the Nizam-e-Adl Regulation in Swat and the Malakand region, he would possibly try to extend his struggle to other parts of the country. Maulana Sufi Muhammad’s statement that Pakistan’ democracy, its laws and judicial structure all are un-Islamic was rarely welcomed by any political leader, including even those belonging to religious political parties. While the ANP, the PPP and the PML-N deliberately did not show any strong reaction to Sufi’s declaration perhaps to save the peace process from being ruined, it was the Jamaat-e-Islami chief Syed Munnawar Hasan and JUI-F’s Maulana Fazlur Rehman who clearly rejected the TNSM chiefís interpretation of Islam vis-‡-vis Pakistan’s democracy and judicial system. Several Ulema from different schools of thought also argued against Sufi’s remarks.
