Abbasi, however, presents no evidence for this suggestion. Rather, the article is based in his own personal speculation.</p>
<p>That Ansar Abbasi&#8217;s article is speculation and not evidence-based is admitted by Abbasi&#8217;s own words:</p>
<blockquote><p>Talking to media persons on his return from Davos after attending the World Economic Forum Conference, the prime minister is reported to have said, “Any decision about the extension of DG ISI would be taken at an appropriate time.”</p>
<p><strong>There is no explanation as to why did the prime minister say this but</strong> given the track record of the rulers and their style of soiled politicking, Gillani may use the extension card as a lever to get Pasha softened on memo issue.</p></blockquote>
<p>In other words, &#8220;There is no explanation as to why did the prime minister say this but&#8221; I am going to invent an explanation anyway.</p>
<p>Ansar Abbasi is, of course, entitled to his own speculation and whatever conspiracy theories are born in his head. And if <strong>Jang Group</strong> believes Ansar Abbasi&#8217;s fantasies and conspiracy theories are worth publishing, they have every right to do so. But such inventions are not reporting, they are opinions and should be properly published on the pages clearly marked as containing opinions so that readers are not intentionally or unintentionally misled into thinking that Ansar Abbasi&#8217;s speculation is something other than what it is.</p>

			<content:encoded><![CDATA[<p>It has been one year since the media caused a national crisis by inaccurately reporting that the government was plotting to withdraw notification to reinstate the judges sacked by Musharraf. Unfortunately, it seems that journalists and TV anchors did not learn from this &#8216;moment of shame&#8217; and are once again causing alarm by rushing to report unsubstantiated rumour without conducting the proper background checks. We cannot even call out one or another media group as the sad truth is that so many were guilty that the entire profession has been stained by the event.</p>
<p>We are referring, of course, to reports that created a stir on Wednesday night when media groups rushed to report the resignation of Ambassador to the US Husain Haqqani. As the evening progressed, the reports escalated. Not only had the Ambassador resigned, but he had already moved out of the official residence. Then we were told that not only had he resigned and moved out of the official residence, but he was not returning to Pakistan. As it grew later there were even reports that Haqqani had applied for asylum in the US! The media frenzy had reached a full peak.</p>
<p>Of course, not one single one of these reports was true. It was all lies and fabrications invented by reporters and their sources and given the green light by unquestioning editors and producers.</p>
<p>Following the media&#8217;s false reporting of a conspiracy against the judiciary last year, Farrukh Khan Pitafi <a href="http://pakistanmediawatch.com/2010/10/21/medias-moment-of-shame-%E2%80%93-farrukh-khan-pitafi/">wrote the following</a>:</p>
<blockquote><p>In the golden days of journalism, we were taught not to carry any report unless there was prima facie evidence or at least three separate sources available. In the case of a breaking story or report of critical importance, this rule was relaxed to either two independent sources or word from the horse’s — in this case the prime minister’s or the law minister’s — mouth. As evident however, none of these precautions were taken, nor was any patience shown for such details to emerge. Innocent until proven guilty is the universal principle in case of unsubstantiated allegations. However, in this particular case it was deemed fit to consider the government guilty until proven innocent.</p></blockquote>
<p>Unable or unwilling to find anyone at the Embassy in Washington or the presidency to confirm the rumours, our media not only ran with the story, they ran riot with it. Were the false reports necessary?</p>
<p>By 1:30am, Dr Firduas Awan was available to give a statement that the government had received a letter from Ambassador Haqqani offering his tender resignation by saying that he did not want to be &#8220;a distraction from the major challenges facing our country and our government&#8221;, but that no decision had been made to replace anyone. It was less than 24 hours later that <strong>Geo</strong> was able to contact Ambassador Haqqani by telephone to get his statement on the air.</p>

<p>Imagine if the news channels had simply taken the time to check not with their &#8216;reliable sources&#8217; who every time prove embarrassingly unreliable, but with the actual people involved in the story. It would have prevented confusion, misinformation, and the continued humiliation of the media as incompetent and untrustworthy.</p>
<p>As the dust begins to settle, it is worth once again revisiting the recommendations of Farrukh Khan Pitafi.</p>
<blockquote><p>The best practice would be to ask the concerned reporters or the channel managements to produce the evidence. It is important not to confuse a source with evidence. Even when we have sources we are not supposed to air an item without our own satisfaction. And in any case, no source will ever accept that it had generated such information in the absence of recorded evidence. If media outlets do not produce evidence they should be fined and asked to ground the reporter for a bit. This is about the only civilised way.</p>
<p>Now let us focus on the source of the problem in the heart of darkness. Apart from the culture of cynicism that has mushroomed around the current government and for which the government’s poor media policy is to be blamed, the institution of a professional editor is almost extinct in this country. In the presence of owner-editors the assurance of content quality and adherence to media ethics becomes impossible. Our profession has become highly complacent and in a conflict between the business owners and a professional editor, most journalists wish to stand with the former. Had there been professional editors in place, even if unverified information was produced, it would not have made it to the screen or print. Also the professional editor, given the damage caused, would have sacked someone.</p>
<p>Of course, there is the issue of talk show hosts-anchorpersons and their reckless attitude. It must be recognised that since each anchor-host is responsible for the content of his program, he/she is usually expected to act as an editor for the content. But remember in the heat of live programming there always is the chance of some inappropriate behaviour. A professional editor as the media’s conscience should always be there to remind the anchor and to issue the corrigendum. Yet these are mad times and even at stations with elaborate infrastructure, a tendency of getting carried away has been witnessed.</p></blockquote>
<p>Getting carried away has become not only a tendency, but an addiction. It is time to break the habit.</p>

The title of Abbasi&#8217;s latest piece says it all: &#8220;no information&#8221;. Nevermind that he had no information, Ansar Abbasi can always rely on conspiracy theories and political attacks to meet his deadline.</p>
<p>In researching his story, Ansar Abbasi spoke to officials at ISPR and Foreign Office, none of whom gave the Jang Group <span style="text-decoration: line-through;">yellow</span> journalist the dirt that he desired.</p>
<blockquote><p>While the ISPR did not respond to The News questions about the return of the US officials or regarding the president’s statement as quoted by the US congressmen, the Foreign Office when approached said that it has no information about the return of many of those US officials who had left the country early this year.</p></blockquote>
<p>Ansar Abbasi was undeterred by his inability to get any damning evidence about a new invasion of American agents from legitimate sources, and turned to his old reliable friends, unnamed &#8220;informed sources&#8221;. Could it be these are the same unnamed sources that the judiciary has termed <a href="http://pakistanmediawatch.com/2011/01/14/court-terms-ansar-abbasi-sources-incorrigible-liars/">&#8216;incorrigible liars&#8217;</a>? It is certainly telling that he did not even bother to name these as &#8216;official sources&#8217;.</p>
<p>After desperately writing paragraph after paragraph containing &#8220;no information&#8221;, Ansar Abbasi concludes his piece with an attack on the government completely unrelated to the rest of his article.</p>
<blockquote><p>However, the Gilani regime that is known worldwide for corruption and bad governance has yet to show any sign of improvement. Instead the state institutions are fast collapsing amid unconfirmed reports that the organisations like PIA are being deliberately pushed to death to pave the way for the launching of a new airlines to be owned by some top rulers and possibly named as Indus Airlines.</p></blockquote>
<p>Even this unrelated conspiracy is based on &#8220;unconfirmed reports&#8221;. It seems that Ansar Abbasi cannot get anyone to provide any evidence for any of his conspiracy theories. Of course, none of this would be a problem if Ansar Abbasi would conduct objective research and report facts rather than inventing conspiracies and reporting anonymous rumours.</p>
<p>Despite having no information to report, <strong><em>The News</em></strong> published Abbasi&#8217;s piece at the top of page 2 as &#8216;National News&#8217;.</p>

			<content:encoded><![CDATA[<p><strong><em>Geo TV</em></strong> <a title="GEO: ISPR rejects NYT reports against Army, ISI" href="http://www.geo.tv/7-9-2011/83516.htm" target="_blank">report</a> quotes DG ISPR Major General Athar Abbas criticising <strong><em>The </em><em>New York Times</em></strong> for unsubstantiated reports based on anonymous sources &#8220;without any concrete evidence&#8221;. According to the official <strong>ISPR</strong> press release, Gen Abbas gave <a title="No PR160/2011-ISPR" href="http://ispr.gov.pk/front/main.asp?o=t-press_release&amp;id=1789#pr_link1789" target="_blank">the following statement</a>:</p>
<blockquote><p>‘In some cases, information that was controversial then, and seems questionable now, was insufficiently qualified or allowed to stand unchallenged. Looking back, we wish we had been more aggressive in reexamining the claims as new evidence emerged-or failed to emerge’.<br />
The Military Spokesman further said: “if the newspaper continues with its vilifying campaign without any concrete evidence, I am afraid at some point it may end up expressing its deep regret the way it did in the case of its Iraq coverage.</p></blockquote>
<p>Pakistan Media Watch agrees with DG ISPR that it is unacceptable for media groups to allow controversial and questionable information that is insufficiently qualified to stand unchallenged. We further agree that concrete evidence is a necessary requirement of proper reporting.</p>
<p>Pakistan Media Watch looks forward to our own media adopting this same standard.</p>

			<content:encoded><![CDATA[<p>A front page article in <strong><em>The News</em></strong> by <a href="http://www.thenews.com.pk/TodaysPrintDetail.aspx?ID=6219&amp;Cat=13&amp;dt=5/25/2011">Mayed Ali</a> that claims to report on the assault on PNS Mehran on Sunday night, but after listing details about the combat radius and onboard radar of the destroyed Orion aircraft the reporter ventures into the land of Hollywood movie-style conspiracy plots.</p>
<blockquote><p>However, it is believed, the exact info on the details of the complex, which is not visible otherwise, the hangar and the aircraft suggests the plan just cannot be a work of amateur terrorists. The way the entire mission was executed, the sources in Pakistan Navy believe, it seems some specialists must have worked on the plan quite extensively. Moreover, the ex-Navy officials were of the view it was an inside job, implying that someone from within had provided vital information to saboteurs for the mission. And, if the investigation zeroes in on the possibility of sabotage from outside, the RAW (Research and Analysis Wing), Mossad (Institute for Intelligence and Special Operations) or even the CIA (Central Investigation Agency) could be a suspect. Interestingly, in such a scenario, the US technicians, working on the new Orions, might have to be interrogated.</p></blockquote>
<p>Notice that this conspiracy is pure speculation, which the reporter reveals through the careful use of conditional words such as &#8220;if&#8221; and &#8220;could be&#8221;. Actually, the initial claim of this conspiracy is not even attributed to an &#8220;official source&#8221;, rather the reporter simply claims that &#8220;it is believed&#8230;&#8221; Believed by who? We do not know.</p>
<p>The conspiracy blaming the PNS Mehran attack on CIA is particularly weak when one considers that premises that it is based on: Americans were on the base and knew the maintenance-cycle of the Orions. As Mayed Ali reports, there were seven Americans on the base. But there were eleven Chinese also, and as as the reporter also notes, &#8220;the attackers did not touch any other aircraft (Fokker) or helicopter (Chinese ZA-6) parked in the same vicinity&#8221;. Based on this information, one could just as easily speculate that the operation was carried out by Chinese intelligence to drive a wedge between America and Pakistan. Of course, if you believe this alternative conspiracy theory you would be just as foolish, for there is no evidence for this either.</p>
<p>Unfortunately, this is not the only article from <strong>Jang Group</strong> that promotes this baseless conspiracy theory. On page 2 of <strong><em>The News</em></strong> reporter <a href="http://www.thenews.com.pk/TodaysPrintDetail.aspx?ID=48984&amp;Cat=2&amp;dt=5/25/2011">Shakeel Anjum</a> goes beyond his colleague&#8217;s pure speculation and quotes unnamed &#8220;senior intelligence sources&#8221; as saying that the attack was &#8220;accomplished by RAW certainly with the consent of CIA and a group of al-Qaeda&#8221;. Furthermore, according to this anonymous source, &#8220;a group of al-Qaeda and Taliban got training in a base camp of RAW in Afghanistan&#8221;.</p>
<p>Shakeel Anjum admits that the evidence is &#8220;circumstantial&#8221;, but even this requires readers to believe that any evidence exists at all. Obviously, none of this evidence is actually presented for readers to judge for themselves. Rather, they must accept the word of an unnamed &#8220;intelligence source&#8221; – not even an intelligence official.</p>
<p>But most important to consider is that believing this conspiracy theory requires that one believe the following statement: US, India, Taliban, and al Qaeda are all working together. In order for <strong>Jang</strong>&#8216;s conspiracy theory to be true, you have to believe that extremist fundamentalist Islamists are conspiring with Hindu nationalists. You also have to believe that Taliban and al Qaeda are both fighting and killing American soldiers and also working with American soldiers.</p>
<p><strong><em>Dawn</em></strong> reports that an officer-in-charge at the base who spoke with the militants described the attackers as <a href="http://www.dawn.com/2011/05/25/foreigners-were-attacked-during-evacuation.html">speaking clear Urdu with a local accent</a>. The same report details that the militants tried to kill the Americans on the base who were saved only by bullet proof vehicles. So now <strong>Jang Group</strong>&#8216;s conspiracy requires us to believe that RAW trained al Qaeda and Taliban militants in Afghanistan and taught them to speak clear Urdu with a Karachi accent. Then RAW and CIA sent these al Qaeda and Taliban militants to PNS Mehran with permission to kill Americans along with Pakistanis.</p>
<p>And while <strong>Jang Group</strong> published in its English language newspaper a front page story with a slightly more speculative tone and put the more sensational conspiracy on the second page, its Urdu newspaper <strong>Jang</strong> boldy proclaims the <a href="http://ejang.jang.com.pk/5-25-2011/Karachi/images/1028.gif">wild conspiracy theory as fact from the front page headlines</a>.</p>

We have already covered Ansar Abbasi&#8217;s <a href="http://pakistanmediawatch.com/2011/04/02/the-news-misrepresents-hec-devolution/">baseless attack on parliament</a> over devolution of HEC. But actually Saturday&#8217;s <strong><em>The News</em></strong> included several articles that crossed the line of responsible journalism.</p>
<p>Shaheen Sehbai&#8217;s front page story included no facts or investigative reporting, and was nothing but <a href="http://www.thenews.com.pk/TodaysPrintDetail.aspx?ID=5024&amp;Cat=13&amp;dt=4/2/2011">a baseless attack on the government</a> in what appears to be another thinly veiled attempt to <a href="http://pakistanmediawatch.com/2010/10/15/is-media-intentionally-fueling-executive-judiciary-tension/">incite a war between the executive and judiciary</a>.</p>
<p>This did not go unnoticed by the PPP who <a href="http://www.thenews.com.pk/TodaysPrintDetail.aspx?ID=5049&amp;Cat=13&amp;dt=4/3/2011">issued a rejoinder</a> on Sunday.</p>
<blockquote><p>More dangerous is Mr. Sehbai’s totally baseless and unfounded assertions that the Government is pitched against the honorable courts. To say that confronting the honorable judiciary is a “declared policy” of the Government is totally false in fact, and highly malicious in character, depicting mala fide intentions of the writer. It is most regretful that the Group Editor of your esteemed newspaper is deliberately pitching two pillars of the State by painting imaginary scenarios of animosity and conspiracy, when there are none in reality.</p></blockquote>
<p>In fact, Shaheen Sehbai does not even bother pretending to have &#8216;informed sources&#8217;, offering only his own insults and accusations. This is considered reporting by Jang Group?</p>
<p>While Ansar Abbasi and Shaheen Sehbai may be expected to make baseless attacks on the government, they are not the long voices. Also joining the chorus is Tariq Butt, who <a href="http://www.thenews.com.pk/TodaysPrintDetail.aspx?ID=39501&amp;Cat=2&amp;dt=4/2/2011">wrote on Saturday</a> that &#8220;President Asif Ali Zardari is seeking the shoulder of the highest judicial forum to cry on while he has asked his minions to do everything to attack the superior judiciary&#8221;. Like his colleagues, Ansar Abbasi and Shaheen Sehbai, Tariq provides no evidence of a presidential directive to attack the judiciary.</p>
<p>On Sunday, the assault continued with <a href="http://www.thenews.com.pk/TodaysPrintDetail.aspx?ID=5040&amp;Cat=13&amp;dt=4/3/2011">a front page article by Hamid Mir</a> suggesting that the president&#8217;s praise for the judiciary is insincere and that he &#8220;masterminded this reference just to embarrass teh Supreme Court by playing the Sindh card because all the judges who gave the verdict against [ZAB] were from Punjab&#8221;. The only evidence Hamid Mir can provide for this mind-reading of the president is &#8220;an impression in many political circles&#8221;. No doubt these &#8220;political circles&#8221; include certain Group and Investigative &#8216;Editors&#8217; at Jang Group.</p>
<p>It should be noted that for all the accusations from Shaheen Sehbai, Hamid Mir, etc of playing Sindh Card, neither the president nor his representatives have uttered any such thing. Rather these accusations come from &#8216;journalists&#8217; claiming to be able to read the mind of Zardari. On the other hand, the opinion page of Sunday&#8217;s <strong><em>The News</em></strong> includes a cartoon of a &#8216;Sindh Card&#8217;. In addition to the articles mentioned above, one cannot help but wonder who it is that is actually attempting to exploit provincial prejudice and whip up the emotions of their base.</p>
<p>Speaking about media freedom in this week&#8217;s <strong><em>Friday Times</em></strong>, Pakistan Representative Human Rights Watch, Ali Dayan Hasan, was highly critical of the way <a href="http://www.thefridaytimes.com/01042011/page9.shtml">media attacks the civilian government just because it can</a>.</p>
<blockquote><p>Pakistan’s media needs to use its independence responsibly. Unfortunately this is not happening. It targets the government because it does not fear the former. It does not hold the military to account because it is frightened of their power. HRW is of the view that the greatest threat to media freedom emanates today not from the elected government which has shown respect and tolerance as it should for the media. Rather, it stems from the intelligence agencies, non-state actors such as the Taliban and, finally, from the judiciary which has exploited over-broad contempt laws to stifle criticism of the institution.</p></blockquote>
<p>Media&#8217;s role includes responsibly keeping the people informed about the actions of government and politicians. But <strong><em>The News</em></strong> appears to have passed beyond the line of responsible reporting and crossed into bald faced attacks on the president through rumour, speculation, and conspiracy theories based on nothing but the imaginations of its staff. Worse, there appears to be the possibility of a renewed campaign to instill distrust and tension between the executive and the judiciary. This is not journalism, it is politics. We encourage Jang Group to review the editorial policies of it&#8217;s prize English language newspaper and work to put in place policies that ensure reporting is based on facts, not political opinions, and that reporting is objective and not biased. At present, star reporters of <strong><em>The News</em></strong> are offering neither.</p>

			<content:encoded><![CDATA[<p><a href="http://pakistanmediawatch.com/wp-content/uploads/2011/04/HEC.jpg"><img class="alignright size-thumbnail wp-image-2020" title="HEC" src="http://pakistanmediawatch.com/wp-content/uploads/2011/04/HEC-150x150.jpg" alt="HEC" width="150" height="150" /></a>In <a href="http://www.thenews.com.pk/TodaysPrintDetail.aspx?ID=5026&amp;Cat=13&amp;dt=4/2/2011">a front page article</a> for <strong><em>The News</em></strong> on Saturday, Jang Group editor Ansar Abbasi once again deals in rumour, speculation, and misrepresentation – this time regarding devolution of the Higher Education Commission (HEC).</p>
<p>According to Ansar Abbasi,</p>
<blockquote><p>The HEC is facing the wrath of the parliamentarians after it had refused to accept any pressure for the verification of the MPs’ degrees, more than 50 of which have already been declared invalid whereas above 200 degrees were termed suspected.</p></blockquote>
<p>Though holding the title &#8216;Investigative Editor&#8217; of <strong><em>The News</em></strong>, Ansar Abbasi produces no investigative research or evidence to support his claim that somehow 342 parliamentarians have overcome all political difference in a united conspiracy against HEC .</p>
<p>According to MNA Raza Rabbani (PPP), changes to education funding come as a result of <a href="http://www.dawn.com/2011/03/30/pleas-for-retaining-central-role-of-hec-rejected.html">devolution required under the 18th Amendment</a>.</p>
<blockquote><p>“The HEC act will be revisited and reframed to shed its role as centralised funding authority because under the ‘new state structure’ emerging in the aftermath of the 18th Amendment, there is no room for such a role,” the commission’s chairman, Senator Mian Raza Rabbani, said at a press conference here on Tuesday.</p></blockquote>
<p>Actually, it is not only HEC that is being affected by devolution. According to the report in <strong><em>Dawn</em></strong></p>
<blockquote><p>The ministries being devolved are: education, social welfare and special education, tourism, livestock and dairy development and culture. The portions include lotteries, capital gains tax and GST on services from the finance ministry, navigation and inland water wing from the ports and shipping ministry, arms act (issuance of arms licence, except banned bore) from the interior ministry, wills and testaments, trusts, arbitration, bankruptcy and insolvency from the law and justice ministry and a portion of the commerce ministry.</p></blockquote>
<p>Ansar Abbasi further claims that devolution of the 18th Amendment threatens $250 million assistance under the Kerry-Lugar Act. His only evidence comes from anonymous &#8220;informed government sources&#8221;. It should be noted that earlier this year a three member Judicial Commission termed Ansar Abbasi&#8217;s sources <a href="http://pakistanmediawatch.com/2011/01/14/court-terms-ansar-abbasi-sources-incorrigible-liars/">&#8216;incorrigible liars&#8217;</a>.</p>
<p>Former Federal Minister for Education Ahsan Iqbal (PML-N) is now serving his third term representing the people of Narowal as a Member National Assembly. In a paper published last month as part of the <a href="http://educationemergency.com.pk/publications/">&#8216;March for Education&#8217;</a> programme, MNA Iqbal describes the problem of funding education – including the HEC – as a complex set of challenges involving devolution under the 18th Amendment, the need for a national education policy that serves all parts of society, and a number of &#8216;structural deficits&#8217; in the budgeting system. In addition to these structural challenges, the role of international aid is also termed significant, but &#8220;what that role is has never been fully or clearly articulated&#8221;.</p>
<p>Article 25a of the Constitution terms education as &#8220;a fundamental right&#8221;. It is imperative, therefore, that the government work transparently and honestly towards the goal of developing a revitalized education system that serves all the people. In a democratic system, it is required that both ruling party and opposition MNAs must work together to develop this system for the good of the nation. In order for this to happen, media must inform the masses with the facts and not use this fundamental right as a weapon to score political points.</p>

Actually, so many stories were squeezed into the page that it appears as if every employee of Jang Group was given the space to voice his opinion. However since many of the articles are anonymous it is impossible to know if these are simply the same writers repeating themselves. One curious item, however, is the amount of contradictory information that editors allowed to be published ensuring that readers of <strong><em>The News</em></strong><em></em> will be more confused than ever about the facts of the case.</p>
<p>The top headline story by Numan Wahab titled, <a href="http://www.thenews.com.pk/TodaysPrintDetail.aspx?ID=4665&amp;Cat=13&amp;dt=3/17/2011">&#8216;CIA killer walks free&#8217;</a>, reports that there is some confusion over who has paid out the blood money to the families.</p>
<blockquote><p>In another mystifying twist, a report in the US media has claimed within hours that the blood money of about US$2.3m was actually paid out by the Pakistan government on the understanding that the US would ‘reimburse the amount later at an opportune moment’. The report gained credence from the statements made by US Secretary of State Hillary Clinton and the State Department spokesperson with both emphasizing that “The US had not paid any Diyat”. The questions remains, if the US didn’t pay up the Diyat as proven before the court, then who did?</p></blockquote>
<p>However an article by Tahir Khalil on the very same page features the title, <a href="http://www.thenews.com.pk/TodaysPrintDetail.aspx?ID=4668&amp;Cat=13&amp;dt=3/17/2011">&#8216;Blood money paid from govt fund&#8217;</a>.</p>
<blockquote><p>The compensation money paid to the heirs of two slain Pakistani nationals — Faizan and Faheem — who were shot dead at the Qartaba Chowk, Lahore, by CIA contractor Raymond Davis on January 27, was paid from the government’s funds.</p></blockquote>
<p>Unfortunately, Tahir Khalil offers no evidence to support this claim whether it is true or it is untrue. Perhaps this is why Numan Wahab did not include this in his own report? It should also be asked why both of these contradictory reports exist side by side on the front page. Does Jang Group not have editors to examine material before it is printed?</p>
<p>But this is not the only problem that appears on the front page. In the same article by Tahrir Khalil the reporter tells the figures of payment made, including that the widow of Faizan initially refused Rs25 million and was paid Rs50 million. But an anonymous article also featured on the same page titled, <a href="http://www.thenews.com.pk/TodaysPrintDetail.aspx?ID=4673&amp;Cat=13&amp;dt=3/17/2011">&#8216;Diyat payment: who got what?&#8217;</a> gives different figures entirely.</p>
<blockquote><p>Here’s who got what of the blood money: Faheem’s heirs: Father Rs11.1 million, mother Rs33.3 million, two sisters Rs5.55 million each, and four brothers, a total of Rs11.1 million Faizan’s heirs: Mother Rs33.3 million, widow Rs20.5 million, three brothers Rs7500,000 each, five sisters Rs3,787,000 each.</p></blockquote>
<p>Which is right? It is unknown at this time what is the exact figure, but it is certainly known that readers of <strong><em>The News</em></strong> will be confused on the issue as the proper fact-checking was not carried out and different articles on the same page present different versions of the facts.</p>
<p>Other curiousities include the statement by Ansar Abbasi that legal experts dispute the resolution  in his own column titled, <a href="http://www.thenews.com.pk/TodaysPrintDetail.aspx?ID=4669&amp;Cat=13&amp;dt=3/17/2011">&#8216;We have sold ourselves, once again&#8217;</a>.</p>
<blockquote><p>A legal expert and ex-judge of the Lahore High Court recently told this correspondent that in his view and as per the Peshawar High Court decision the case of Raymond Davis did not fall in the category where it could be settled under Qisas and Diyat law.</p></blockquote>
<p>But on the same front page of the same newspaper, another article titled, <a href="http://www.thenews.com.pk/TodaysPrintDetail.aspx?ID=4671&amp;Cat=13&amp;dt=3/17/2011">&#8216;Decision on Davis defended&#8217;</a>, quotes legal experts explaining that the case was properly resolved.</p>
<blockquote><p>Eminent lawyer Barrister Ali Zafar said the decision had been made in accordance with Pakistani law. Linguistics expert Dr Tariq Rehman said that Raymond Davis was a citizen of the US, which is an ally of Pakistan. He said if Davis was a spy, then it is not a big issue as allies often send spies to countries for information exchange. He said the issue stands resolved now after payment of Diyat to the heirs of the victims. He said the issue was between the ISI and CIA, which now stands resolved.</p>
<p>Punjab Law Minister Rana Sanaullah, in a TV programme, said the country’s laws and Shariah allowed the families of the victims to pardon the accused after receiving Diyat. He said the court had called all the heirs of the victims in person to confirm that there was no pressure on them to accept the blood money.</p></blockquote>
<p>It is worth noting also that the legal experts who have defended the handling of the case by the court are willing to give their names and make their statements on the public record whereas Ansar Abbasi&#8217;s supposed &#8216;legal experts&#8217; are as per usual anonymous and cannot be confirmed to exist.</p>
<p><strong><em>The News</em></strong> on Thursday morning featured no fewer than 12 front page stories about the Raymond Davis case. Yet despite so many articles, the readers of the newspaper will actually be less informed and more confused after taking in so many contradictory and questionable pieces. Such incidents should raise immediate questions about whether <strong><em>The News</em></strong> is actually providing any value to the public or if it is only stoking confusion and division among the people. Rather than publishing every contradictory opinion and prediction possible, <strong><em>The News</em></strong> should engage its reporters to perform actual investigating and fact-checking, and then publish what can be verified only.</p>

In the column, Abbasi lists <a href="http://www.thenews.com.pk/TodaysPrintDetail.aspx?ID=4553&amp;Cat=13&amp;dt=3/12/2011">the names of 55 Americans</a> who he terms &#8216;suspicious&#8217; and &#8216;alleged to have been spying&#8217;. Neither the reporter nor the newspaper present any evidence for these claims, rather they simply put out the names of the 55 individuals and accusations to a public that is already enflamed by the Raymond Davis case.</p>
<p>This is a deadly dangerous game being played by Ansar Abbasi, and the height of irresponsibility by <strong><em>The News</em></strong> (Jang Group) reminiscent of the foolish act of <strong><em>The Nation</em></strong> in 2009 which <a href="http://pakistanmediawatch.com/2009/11/06/the-nation-inciting-murder/">accused an American journalist of spying</a> based on no evidence.</p>
<p>Like Kaswar Klasra <strong><em>The Nation</em></strong> in 2009 which resulted in international condemnation, Ansar Abbasi only references unnamed &#8216;sources&#8217; in his accusation and provides no actual evidence that any of the individuals named has committed any crimes or engaged in any shadowy or spying activities.</p>
<p><a href="http://pakistanmediawatch.com/wp-content/uploads/2011/01/ansar-abbasi.jpg"><img class="alignleft size-full wp-image-1628" style="margin-right: 10px; margin-bottom: 5px;" title="Ansar Abbasi" src="http://pakistanmediawatch.com/wp-content/uploads/2011/01/ansar-abbasi.jpg" alt="Ansar Abbasi" width="100" height="100" /></a>Nevertheless, with the public enraged over the shootings by American Raymond Davis and the whipping up of emotions by religious parties in street protests, the accusations and naming of these individuals creates a dangerous atmosphere for vigilante violence against any and all Americans regardless of the facts.</p>
<p>Imagine that after 9/11 <strong><em>The New York Times</em></strong> were to publish the names of Pakistanis in the USA and accuse them of being terrorists. This is the same thing that Ansar Abbasi and <strong><em>The News</em></strong> have done today.</p>
<p>If the law enforcement or intelligence agencies believe that an individual is engaged in illegal activities, it is the responsibility of those agencies to detain the individual and present the evidence to a court or in the case of diplomats the government can declare the individual a &#8216;persona non grata&#8217; and expel them from the country.</p>
<p>It is the height of irresponsibility for someone who claims to be a journalist and a media group that claims to be an objective messenger of news to engage in such deadly games by leveling accusations against individuals that can result in vigilante violence and even cold-blooded murder.</p>

I must admit I was surprised, though, to see it not from one of the usual suspects but from CM Shahbaz Sharif&#8217;s media consultant Raoof Hasan. And yet, <a href="http://www.pakistantoday.com.pk/pakistan-news/Opinions/Columns/12-Feb-2011/The-Davis-fiasco">there it is in black and white for all the world to see</a>, a political operative on the pages of <strong><em>Pakistan Today</em></strong> blatantly trading on the name of the Chief Minister Punjab and hacking away at the smelling corpse of a conspiracy theory only long since dead and buried.</p>
<p>After announcing that Raymond Davis &#8220;is not a diplomat and does not enjoy immunity&#8221; (who knew that Raoof Hasan is not only media consultant to CM Punjab but also serves as the new Foreign Minister?), Raoof proceeds directly to energetically flogging the conspiracy theory.</p>
<blockquote><p>There are scores of other Raymonds roaming the roads of Pakistan. Most of them have entered the country on the basis of special visas granted by the president’s man in Washington – one Mr. Hussain Haqqani. The choice diplomat has been taking pains to explain that all visas to the Americans were issued with due authorisation. That does not exonerate Mr. Haqqani from culpability. It only proves that there were others involved in the scam also!</p></blockquote>
<p>As a reminder, here is the press conference of Ambassador Husain Haqqani that Mr Raoof Hasan is referring to:</p>

<p>Yes, the Ambassador did &#8220;explain that  all visas to the Americans were issued with due authorisation&#8221;, and he did so by opening the books and providing the facts and data to journalists. One might request that if Raoof Hasan is going to contradict the Ambassador&#8217;s evidence he would please provide his own evidence of these &#8220;scores of Raymonds roaming the roads of Pakistan&#8221;. If he could provide some actual IDs, then surely we can have them declared &#8216;persona non grata&#8217; and removed before they do any harm. If he cannot provide any IDs then could it be that he is simply making it up?</p>

<p>According to Raoof Hasan, the streets are crawling with Raymond Davis&#8217;s and the halls of power are packed with conspirators. Raoof Hasan knows this, but he cannot provide any data, any facts, or any actual names of the invaders or the conspirators either. But no matter, he has learned well the lesson of the master media manipulator: &#8220;All you have to do is tell them they are being attacked, and denounce the pacifists for lack of patriotism and for exposing the country to danger. It works the same in every country.&#8221;</p>
<p>Raoof&#8217;s response to Ambassador Haqqani&#8217;s opening the books and providing evidence that buries the dead horse once and for all is actually rather pathetic as well. According to Raoof, if the Ambassador has proof that all visas were issued with due authorisation then it only means that more people must be involved in the conspiracy! No amount of facts will matter because Raoof Hasan has made up his mind. Please. This is not serious analysis, it is political hackery only.</p>
<p>What is most curious about this bit of paranoid propaganda, however, is that it is attributed to Raoof Hasan not as &#8216;political analyst&#8217; which is his usual by line for articles in <strong><em>The News</em></strong> but as &#8216;media consultant to the Chief Minister, Punjab&#8217;. It must be asked then if Shahbaz Sharif is aware that Raoof Hasan is trading on his name and this the official position of Shahbaz Sharif and the Punjab government also?</p>
<p>Whatever the answer, one question remains. After the evidence is provided, why did the editors at <strong><em>Pakistan Today</em></strong> agree to run such a piece that clearly ignores facts and data only to promote a discredited conspiracy theory invented to cause fear in the public? When Arif Nizami decided to launch his newspaper, there was some question as to whether he would provide a fact-based alternative to the paranoid Nazariya-e-Pakistan content of uncle Majeed&#8217;s newspaper. That is something certainly needed. What is not needed is another media group promoting paranoid conspiracy theories.</p>
